The International Rescue Committee (IRC) is an International Nongovernmental Organization that responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. In Tanzania, IRC is supporting refugee program in Kigoma Region. IRC is providing services in Nyarugusu, Nduta and Mtendeli refugee camps in Kasulu, Kibondo and Kakonko Districts. At the Transit Centre, IRC support refugees and asylum seekers with health care management and treatment, child protection, community-based rehabilitation (care for disabled), vulnerable care, Youth and Development, Gender-Based Violence and Education. The International Rescue Committee (IRC) seeks to recruit qualified, energetic and committed candidate for the Budget & Monitoring Manger:
Under the direct supervision of the CBR/PSN protection Coordinator and technical oversight of the M&E Coordinator, the CBR M&E Manager will perform & implement monitoring and evaluation tasks of the Community Based Rehabilitation (CBR) program at the Nyarugusu Refugee Camp. He/she will oversee all M&E activities related to provision of quality services to persons living with disabilities and other PSNs.
The CBR M&E Manager will work closely with the coordinator and other M&E persons within IRC in creating and maintaining a robust M&E system of the Tanzania country program.
POSITION: CBR/PSN Protection M&E Manager REPORTING TO: M&E Coordinator (Technical Supervisor) REPORTING TO: CBR/PSN Protection Coordinator (Programme Supervisor)
DUTY STATION: Nyarugusu refugee camp
The CBR/PSN Protection M&E Manager is responsible for:
a) Develop an M& E work plan for all CBR/PSN Protection activities.
b) Work with the HIMS supervisor or Officer to organize and maintain a database for persons with disability.
c) Ensure that high quality data is entered into the database by the HIMS supervisor or Officer.
d) Prepare relevant and quality CBR and donor reports as per agreed-upon schedules (monthly, quarterly and annually) on sector activities, indicators and achievements.
e) Design various CBR data collection tools, lead data collection processes and ensure high-quality data is collected in accordance with the agreed reporting calendar.
f) Analyze and summarize data and ensure effective data use by program staff.
g) Build capacity of CBR staff in understanding indicators, designing trainings on data quality, management and analysis based on staff and M&E needs and conduct follow up of each training.
h) Perform other duties within the project M&E portfolio as assigned by the sector head and the M&E
Grant Management & Reporting
a) Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes
b) Contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements.
c) Assist in the collection of data, assessments and proposal development for the sector.
Coordination & Representation
a) Work collaboratively with IRC supply chain and finance staff as required to process Purchase Requests and Payment Vouchers
b) As requested undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and government
KEY WORKING RELATIONSHIPS
a) Internally work closely with the CBR/PSN Protection Coordinator, CBR/PSN Protection Manager, Health manager, M&E Coordinator and Supply chain
b) Tanzanian MoH, TRCS, IOM, UNHCR, MSF and other authorities as requested by the CBR/PSN Protection Manager
a) Minimum Qualification is Bachelor Degree in Health Informatics, Statistics or Demography from a recognized institution.
b) At least 3 years proven working experience as an M&E officer or Supervisor or Data quality assurance officer with a reputable international organization
c) Solid writing skills in English. English and Swahili required, knowledge of French and Kirundi an advantage
d) Minimum of three years of experience in conducting project data quality assessments
e) Technical skills and general understanding of project Monitoring and Evaluation
f) Additional qualities: Works well in and promotes teamwork, ability to multitask, ability to handle pressure well, ability to improvise, be flexible, and adaptability to transitions.
g) Fluency in English preferred
Consideration will be given to candidates with additional years of experience in managing HIS, databases with proven experience of building staff capacity in areas around data collection, management and analysis.
Willingness to relocate to Kasulu, Kigoma.
