Title:                           Finance Officer- Grants

Reporting to:             Senior Finance Officer-Grants

Location:                    Dar es Salaam (1position) Mwanza (1position but requires to work in Dar es Salaam temporary before joining Mwanza )

Position purpose:

The Finance Officer works with the Finance team to ensure that Pact’s financial management, policies and procedures and those of donors are adhered to all times, safeguarding funds set aside specifically for issuance of grants and ensuring that they are used in line with the purposes intended by the donors and that accurate financial records are maintained.

 

Specific Duties and Responsibilities:

· Work as part of a team to implement Pact Tanzania sub-grant activities accordance with worldwide Pact’s policies and procedures, and to ensure funds set aside for further distribution in the form of grants to other organizations are used in line with the purposes intended by the donors.

· Participate in the grant cycle processes from the time of solicitations are issued, through the receipt, evaluation, review, award decision; grant issuance, reporting and monitoring and close out of activities.

· On assigned grantees/partners receive and review monthly financial reports from them against sub-agreement budgets, program reports, and deliverables as well as supporting documentation to check for allowability, allocability and reasonability.

· Participate in the trainings designed to equip finance team with technical skills necessary for capacity building of partners (sub-grantees) and local NGOs in the area of financial management and sub contract compliance.

· Participate in the trainings planned to build partners’ and local NGOs’ capacities in financial management.

· Conduct site visits to provide grant and financial management technical assistance and document site visit findings and issues.

· Work closely with Pact Tanzania finance and other staff members in the compilation of data and preparation of monthly, quarterly, and annual reports.

· Update and maintain grantees’ files containing contracts, all sub grantees’ documents and financial and progress reports.

· Receive advance requests from assigned grantees and review them for correctness vis-à-vis the budget, past month’s spending and future obligation requirements.

· Make timely follow ups with Finance team for disbursement of funds to grantee for approved program activities.

· Update sub-grant matrices regularly with new sub-grantee information and awards.

·Receive and review monthly financial reports from assigned grantees against program reports, budgets and deliverables as well as supporting documentation to check for allowability, allocability and reasonability.

·Prepare liquidation reports of assigned grantees after verification of expenses and work with the grantees to address and resolve outstanding issues.

· Make follow ups with grantees not liquidating advances on timely manner.

·Prepare modifications to awards and update special provisions, whenever necessary.

·Prepare close out documentation and provide assistance to sub-grantees on close out process.

·Supervise and Mentor Cluster Accounting Officers

·Perform other functions assigned by the Finance Manager or Finance Director.

 Qualifications:

·Bachelor degree in Accounting, Finance or Commerce: or holder of Advanced Diploma in Accounting, Finance or Commerce.

·NBAA Intermediate Stage module or higher modules will be added advantage.

 Experience:                         

· At least three years of progressively responsible experience in financial management, including at least one year working with non-profit organizations and international donors.

·Knowledge and familiarity with donors’ rules and regulations, especially USAID.  

·Prior experience working with sub-grants.

·Experience on Rapid Response Granting Mechanism will be added advantage

Skills:

· Knowledge of financial and accounting principles.

·Excellent oral and written communication skills in English and Kiswahili.

·Excellent attention to detail.

·Computer literacy and familiarity with standard office computer applications.

· Ability to work under pressure and meet deadlines.

· Analytical and report presentation skills.

· Working knowledge of accounting software, such as QuickBooks, ACCPAC, Serenic etc.

·Strong training and capacity building skills
