Job Description

SUMMARY

The Human Resource Officer (HRO) is a member of the HR team and it is expected that s/he will participate and take an interest in all HR-related matters. In order to maximize the professional concentration and maintain an efficient delegation of duty in the HR Department, the HRO is assigned all functions related to payment and compensation of employees, supervising HR Intern/s, HR administration, handling HR records and files and assist other HR functions as may arise from time to time.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following, other duties may be assigned.

  • To prepare staff payroll on a monthly basis and produce bank payment schedules in line with statutory requirements and ensure that the payments are made punctual and in-time.
  • Processing of incentive payments in line with the incentive scheme policy
  • Processing of annual, semi-annual and quarterly bonus payments in line with bonus policy
  • Processing of staff loans in line with the staff loan policy
  • Calculation of terminal benefits as per entitled employee
  • Obtain regular market intelligence on compensation and competition
  • Coordinate the annual salary review
  • Administration of medical insurance
  • Administration of workmen compensation and related insurance matters
  • Payment processing of Long Service Awards, relocation allowances
  • Compile all Reports related to Payroll, Compensation and Benefits and HR reports as per prescribed timelines
  • Supervising HR interns which include hiring, assigning duties, monitor their works and process their payments
  • Maintain and updating the personnel database system (HRIS) including the input of changes in biodata and salary
  • Ensure complete confidentiality of employee files.
  • Collect feedback on employee benefits and to answer questions from employees on the benefits program.
  • Coordinates and keep records of paperwork for all leaves of absence
  • Oversee employee benefits administration, ID cards, staff wellness and ensuring that providers deliver quality services to employees.
  • Support other HR functions including recruitment, employee relations, training, etc.

CUSTOMER SERVICE

As part of the HR Team, The HRO helps to provide the environment to ensure that employees and all customers concerns regarding payroll and benefits and HR administration issues are duly noted and adequately addressed; resulting into improved employee loyalty, responsibility and pride at the workplace.

SUPERVISORY RESPONSIBILITY

  • The HRO will be responsible on supervising Interns who works in HR department from time to time.

COMPETENCIES

  • Conversant with the labor law in Tanzania
  • Computer literacy is a must, knowledge of computer based payroll is preferred
  • Must be familiar with compensation practices and standards
  • Conducting salary surveys
  • Conversant with any HRIS
  • Must be familiar with records management
  • Diligent and accurate with high integrity
  • Preference to work with numbers, numerical skills
  • Balanced position towards benefits for the employees and profitability of company
  • Good communication skills

 QUALIFICATIONS

  • Minimum Diploma in Human Resources
  • Bachelor’s Degree in Human Resources / Public Administration
  • Equivalent professional qualifications can be recognized

 KEY DELIVERABLES

  • Monthly payroll completed on 20th of each month and paid not later than 25th of the month
  • Monthly payroll inputs ready by 15th of each month
  • Quarterly incentive calculations paid with the subsequent payroll
  • Annual and semi-annual bonus payment calculations
  • Customer Service, attending customer at a turnaround time
  • All payments to external parties regarding benefits, insurances etc are paid in time as per SLA
  • Updated records for employees both in HRIS and personnel files

 KEY RELATIONSHIPS

  • The HRO must maintain good relations with all employees including team members within HR department.

 TRAVEL REQUIREMENTS

  • Availability to travel 20% of the time
