This position is contingent on donor funding.
Job summary:
The Project Finance and Administration Manager will provide
strategic and technical support on all the financial and administrative aspects
of the project. This position will be a senior member of the project management
team and he/she will oversee financial accounting and reporting, human resource
management, logistics, procurement and administrative support to the project to
ensure delivery of project objectives.
Duties and Responsibilities:
- Develop
the project’s annual operating budgets and pipeline in line with donor
agreement and the organization’s guidelines.
- Develop
and maintain a system of budgetary controls of project expenditures in line
with donor requirements.
- Advise
the project management team on required donor regulations and ensure compliance.
- Prepare
and submit donor financial reports and projections within the agreed timelines.
- Maintain
the financial systems in accordance with acceptable accounting standards.
- Ensure
that adequate internal controls and procedures are in place and adhered to.
- Oversee
the management of sub-grants in line with donors’ rules and regulations.
- Ensure
adherence with the organization’s policies and procedures related to finance,
procurement, human resources and assets management.
- Maintain
service agreements with contractors/providers of goods and services.
- Supervisory
responsibility of the project’s finance, administration, human resources and
logistics staff.
- Facilitate
internal and external audits.
- Represent
the organization with project stakeholders including donors, government,
collaborating partners and communities in line with the organization’s
principles.
Qualifications and Experience Required
- At a minimum,
a degree in Finance/Accounting; Master’s degree is preferred.
- Accounting
certification such as CPA, ACCA, CIMA.
- Working
knowledge and understanding of GAAP.
- A
minimum of 8-10 years of progressive management experience in finance and
administration, including at least 5 years of supervisory responsibility.
- Demonstrated
knowledge and experience managing in USG-funded projects with a budget in excess
of $10 million.
- Appropriate
knowledge and skills in using computer software and Accounting systems for
accounting, especially QuickBooks.
- Proficiency
with Microsoft Excel is required.
- Excellent
communicator with proficiency in oral and written English, negotiation and
presentation skills.
- Ability
to work effectively in a team, and in cross-cultural settings.
- Knowledge
of USAID and other donor policies, strategies, and program priorities
preferred.
